The Youth Development Administration, Ministry of Education (YDA), is now accepting applications for the 2026 “Youth Hub” Regional Revitalization Talent Cultivation Award Program through December 22, 2025.
The program invites representatives with at least five years of experience in regional revitalization or community engagement to submit proposals on behalf of legally registered companies, organizations, or other legal entities. Drawing on their own experience and local resources, these teams will design local courses and provide on-site practice opportunities, guiding young people to get to know their communities and engage in local action.
In the coming year, the Youth Hub program will, for the first time, introduce a tiered award system with two tracks—“General” and “Co-creation”—based on the development stage of each team, so that local teams of different scales and levels of experience can find the pathway that best fits how they wish to accompany young people.
The newly added “Co-creation” Youth Hubs are open to teams that have already been selected as Youth Hubs for three or more years. This track introduces additional components such as a “Co-creation Mechanism” and “Dreamer” mentoring, inviting more mature teams to play a leading role by connecting regional resources and co-designing cross-disciplinary courses. It is intended to offer diverse pathways that foster peer learning among youth and respond to local needs, while also providing professional guidance and resources to past Dream Idea awardees who are willing to implement their proposals, thereby turning regional revitalization actions into reality.
The program will continue to focus on two core components: “local courses” and “on-site practice”. Each Youth Hub is required to offer at least 30 or 42 hours of local courses, leading young people aged 15 to 35 to begin with an understanding of local culture, industries, and issues, and to develop their capacity for observation and action. In addition, each Hub must recruit 2–5 young people for on-site practice placements and provide at least NT$20,000 in incentives for each participant, helping them move from co-learning to concrete action and to put forward their own Dream Idea proposals.
Local teams may also, according to their respective expertise, choose optional items such as “Youth Gatherings” or “Shared Spaces” to further promote youth exchange and resource sharing.
Under the program, the “General” track offers up to 1.3 million TWD in incentives per Youth Hub, while the “Co-creation” track offers up to 1.5 million TWD, with additional subsidies for travel and accommodation available for Hubs located in remote areas.
Youth Hubs are key partners of the YDA in promoting regional revitalization education. The YDA encourages local teams that have long been rooted in their communities to join the program and become guides for young people as they enter localities. Through the tiered award design, the YDA also hopes to enable local teams to play to their different strengths and roles, receive appropriate support at different stages, and continue to accumulate local knowledge and mentoring experience.
