To enhance the competency development of college students, the Youth Development Administration (YDA) of the Ministry of Education (MOE) offers an annual Public Sector Internship Program to help students gain an understanding of the operations of government departments, organizational culture, and public policy formation, encouraging young people to become more enthusiastic about public affairs through participation.
The RAY 1.0 (Rescue Action by Youth) project was launched in 2017 by the Public Digital Innovation Space (PDIS) of the Executive Yuan. The project aimed to test the compatibility of government websites with the Safari browser.
Since then, RAY2.0, RAY3.0, and RAY4.0 website revamps have been carried out from 2018 to 2020. Each time, 30 students from different colleges and universities with diverse backgrounds in service design, interface design, visual design, and information engineering collaborated with the National Development Council and other government agencies to conduct exchanges, research, and design projects on seven public sector websites. One of the teams worked on the YDA official website in collaboration with YDA and its supplier. They developed a prototype through an iterative process in partnership with the existing contractor. This was the first successful example of formal linkage with the government system that allowed young interns to make a real and substantial difference to the workings of government.
